An Australia jet skier died after a high-speed collision with another jet ski driven by her husband off Kata beach on this resort island.
Mr Keating suffered minor injuries when the jet-skis collided off Kata Beach late on Sunday.
The crash happened after sunlight reflecting off the water made it hard to see, local media reported.
She was brought ashore by lifeguards and was pronounced dead shortly before arriving at hospital. Her body has been sent to Vachira Hospital for further investigation into the cause of death.
According to her Facebook page, Ms Collie was from the small town of Kyabram, in the state of Victoria, and had studied at Charles Sturt University.
"Words can't describe how devastated we are", a friend wrote. I was inspired by you in so many ways, my darling girl, you were so strong and so determined.
"Hey Tom. You don't know me but I am the girl who was by your side at the beach yesterday", the woman wrote.
It's not yet known if Mr Keating's family will also travel to Thailand.
"My dearest angel, one you have always been and will always remain", she said about Ms Collie.
"I just wanted to say that I am so sorry for this great loss you have to go through".
A spokesman for the Australian consular told the BBC: "The Department of Foreign Affairs and Trade is providing consular assistance to the family of an Australian woman who died in Phuket".
Around 20,000 Australians holiday in Phuket each month.
